Right or Wrong

Individual ideas may withstand the test of criticisms, circumventing doubt, by first redirecting thought through a crucible of concrete pragmatism. Tonight the subdued structure that is confidence reinforced every reason why being right is ultimately wrong. As history goes, so too does creating bridges to cross the gaps of insufficiency. Each accurate proclamation becomes the mantra thousands will hang from, the longer they believe you being right, is you epitomizing integrity. Armed with research, the truth you began to engulf has caused your conscience to ache, so you reflect. Swallowing the antacids of their proof, the chalky substance a black board received for open minds to digest, before being allotted time to prepare each idea with their own philosophical mechanism. “Get them while they’re young.” These banners hang in empty halls. Clamorous students speak unintelligible rhetoric, their only means of communication. A society of apathy has capably reproduced through language and aesthetic purpose… Whoa to the young of burden, whose lack of distinctiveness is shaped by the apostles of apostasy.

Fishing is peaceful and inspiring sport regardless of the type of fishing your doing. Well, with one exception - grunion runs.

El Grunionino

Throughout the year, the fish known as the grunion run in San Diego and much of California. This little silver fish reproduces by “running” up the beach during the high tide in the middle of the night. Literally thousands of the fish simply come storming up the beach with the waves to lay their eggs in the wet sand. It kind of looks like the beginning of a triathalon except the participants are going the wrong way and are pregnant.

The fish picked up their name from Spanish settlers because of, well, the grunting noise the make when doing their thing. It is a bit saucy now that I think about it. Anyway, the grunion averages five inches in length and has a silvery hue that shows in the moonlight. With thousands in the water, it looks like the a really fat person wearing way to many sequins while dancing to disco music.

You’re Inner Barbarian

“Fishing” for grunion requires you to get in touch with your inner barbarian. Under California law, you are not allowed to use bait, hooks, poles, nets or anything. Instead, you must physically catch the grunion with your hands. This, of course, results in you and others running around the beach like a crab while trying to snatch the grunions. They are exceedingly quick and slippery. You’ll be huffing and puffing before you know it.

Grunion are an extremely plentiful fish, but there are still rules to follow. As mentioned above, you have to go mano-a-fisho. No poles, nets or other items can be used. Second, you have to get a fishing license from the California Department of Fish and Game. Third, you can only go grunion hunting from May to September, the legal season in the area.

If you think getting in touch with your inner fishing barbarian sounds like a good time, here is the scoop on good spots. In San Diego, you should hit the beaches in Del Mar, La Jolla, Mission Beach or in front of the Hotel Del Coronado. These are all high end areas, which means the grunion must have excellent taste.

Running around the beach like a madman can be tiring. Bringing along fluids [okay, beer] is highly recommended.

Photographing Your Trophy Fish

When it comes to catch and release lakes, it is important for you to be ready to catch your fish, take a prize-winning shot and release your giant back into the water for others to enjoy. Before setting out on your trophy trout fishing trip with your fishing partner or guide, keep these few photo tips in mind.

Bring along a good, reliable camera. It doesn’t matter if it is digital or 35 mm, but make sure it has an automatic focus feature. Most casual photographers don’t need the pressure of adjusting settings, so an automatic camera is a good choice. In addition, for the sake of safety, it doesn’t hurt if your camera is waterproof!

With catch and release fishing, the ultimate goal is to return the fish to the water quickly and gently. Touch the fish as little as possible and never touch the gills. Because you have so little time, be sure the person taking the picture is ready to go. That means the film is in the camera, the cap is off the lens and the photographer is holding the camera up to his or her eye ready to snap as you are landing that trophy!

When you are in the boat, sometimes it can be tricky but try to keep the camera even with the horizon of the water. It can be distracting if the horizon is on an odd angle. Keep the picture as uncluttered as possible. The water, sky and distinct beauty of the tundra around Tukto Lodge are background enough!

Don’t forget to fill the frame. Go in and make sure you have all the elements - the subject’s head and upper body and the full trophy trout. If shooting a vertical photograph try to center your subject, however if you are photographing in a horizontal manner it can add interest to place your subject slightly to one side, but only if the whole fish is included as well. (Imagine the photograph divided into thirds and place your subject on any of the “thirds’ lines”)

Natural light provides the best photographs, and because the light is strongest during the middle of the day, it is best to take pictures in morning or late afternoon light. This sort of light gives photos richer colors and baths the photo in warm light.

Don’t take a photograph with the subject’s back to the sun and the photographer facing the sun. This will result in washed out skies and a dark shadowed subject that no one can see. Turn the subject to the sun or sideways to the sun. Ask them to remove their sunglasses to reduce glare. If they are wearing a hat, they should either remove it or tilt their head so that there is no shadow over the face.

Small Stream Fly Rods Need A Little Help

Small Stream Fly Rods for Trout and similar game fish. If there is a disadvantage with the short rod, I think it is more likely to be with the fisherman than the rods. Most well tapered short fly rods are designed to excel at close distances and “short tight casting strokes”. If the fly fisher tries to extend the casts to distances of 50+ feet continuously, they will be disappointed as compared to the longer more powerful rods they may also fish. Also,it is very easy to overpower the cast on most short rods, just less distance for the rod to flex during the cast so the caster has less time to recover from a casting mistake. I am not talking about line speed, or well executed hauling, I am referring to applying power at the wrong time during the casting stroke (most likely at the beginning of the fore cast). A shorter rod (with a fast or even medium fast action) will not be very forgiving of overpowered casts.

They will put a Tailing Loop in the cast and the resulting wind knots in the leader. Also a shorter rod will not mend line as well as a longer rod, but if the small streams you are fishing are truly small brushy types, you will not be doing long uninterrupted drifts where mending is important. At least not on the majority of these streams. When I need to mend line with a short rod I normally try a cast that actually puts the mend into the line while it is the air and add a little slack line to the cast. Tricky, but it works.(well most of the time)

My favorite cast with these type of rods is what I call a “Squeeze Cast”. (see Joe Humphries superb video on Casting in Tight Brush)maybe the best coverage there is on the subject. The cast is initiated with the rod tip only inches from the water. The rod tip stops either at the 1:00 position or just a little behind you on a side arm cast. The casting hand is gradually opened during the back cast, the rod tip only travels a few feet on the forward cast and the rod is controlled with the fore finger and thumb thru the first 80% of the forecast. At the end of the very short fore cast, the three lower finger quickly close on the grip with a squeeze ! The thumb is pushed slightly downward against the top of the grip. The rod is then held absolutely at a “STOPPED” position with no forward drift of the casting hand. Hold position until 90% of the cast lays out and you are ready to drop the rod tip down (from the elbow) to present the fly. This short fast “SQUEEZE” at the very end of the fore cast develops very high line speeds and results in nice tight loops with no wind knots. Also be sure to keep the rod tip moving on the same level plane during both fore and back casts.

I think the key to working successfully with a short fly rod is to develop the short casting stroke, learn to develop higher line speed with the shorter casting stroke and for the most part, fish within the rods limits regarding distance. You can get the distance (I have shot out 50′ to 60 ‘ casts on one back cast, from the hip, with small stream fly rods, but if I need that distance the majority of the time I should be fishing with a rod more suitable to the task.

The Criminality of Transition

Lecture given at the Netherlands Economic Institute (NEI) on 18/4/2001

Human vice is the most certain thing after death and taxes, to paraphrase Benjamin Franklin. The only variety of economic activity, which will surely survive even a nuclear holocaust, is bound to be crime. Prostitution, gambling, drugs and, in general, expressly illegal activities generate c. 400 billion USD annually to their perpetrators, thus making crime the third biggest industry on Earth (after the medical and pharmaceutical industries).

Many of the so called Economies in Transition and of HPICs (Highly Indebted Poor Countries) do resemble post-nuclear-holocaust ashes. GDPs in most of these economies either tumbled nominally or in real terms by more than 60% in the space of less than a decade. The average monthly salary is the equivalent of the average daily salary of the German industrial worker. The GDP per capita - with very few notable exceptions - is around 20% of the EU’s average and the average wages are 14% the EU’s average (2000). These are the telltale overt signs of a comprehensive collapse of the infrastructure and of the export and internal markets. Mountains of internal debt, sky high interest rates, cronyism, other forms of corruption, environmental, urban and rural dilapidation - characterize these economies.

Into this vacuum - the interregnum between centrally planned and free market economies - crept crime. In most of these countries criminals run at least half the economy, are part of the governing elites (influencing them behind the scenes through money contributions, outright bribes, or blackmail) and - through the mechanism of money laundering - infiltrate slowly the legitimate economy.

What gives crime the edge, the competitive advantage versus the older, ostensibly more well established elites?

The free market does. When communism collapsed, only criminals, politicians, managers, and employees of the security services were positioned to benefit from the upheaval. Criminals, for instance, are much better equipped to deal with the onslaught of this new conceptual beast, the mechanism of the market, than most other economic players in these tattered economies are.

Criminals, by the very nature of their vocation, were always private entrepreneurs. They were never state owned or subjected to any kind of central planning. Thus, they became the only group in society that was not corrupted by these un-natural inventions. They invested their own capital in small to medium size enterprises and ran them later as any American manager would have done. To a large extent the criminals, single handedly, created a private sector in these derelict economies.

Having established a private sector business, devoid of any involvement of the state, the criminal-entrepreneurs proceeded to study the market. Through primitive forms of market research (neighbourhood activists) they were able to identify the needs of their prospective customers, to monitor them in real time and to respond with agility to changes in the patterns of supply and demand. Criminals are market-animals and they are geared to respond to its gyrations and vicissitudes. Though they were not likely to engage in conventional marketing and advertising, they always stayed attuned to the market’s vibrations and signals. They changed their product mix and their pricing to fit fluctuations in demand and supply.

Criminals have proven to be good organizers and managers. They have very effective ways of enforcing discipline in the workplace, of setting revenue targets, of maintaining a flexible hierarchy combined with rigid obeisance - with very high upward mobility and a clear career path. A complex system of incentives and disincentives drives the workforce to dedication and industriousness. The criminal rings are well run conglomerates and the more classic industries would have done well to study their modes of organization and management. Everything - from sales through territorially exclusive licences (franchises) to effective “stock” options - has been invented in the international crime organizations long before it acquired the respectability of the corporate boardroom.

The criminal world has replicated those parts of the state which were rendered ineffective by unrealistic ideology or by pure corruption. The court system makes a fine example. The criminals instituted their own code of justice (”law”) and their own court system. A unique - and often irreversible - enforcement arm sees to it that respect towards these indispensable institutions is maintained. Effective - often interactive - legislation, an efficient court system, backed by ominous and ruthless agents of enforcement - ensure the friction-free functioning of the giant wheels of crime. Crime has replicated numerous other state institutions. Small wonder that when the state disintegrated - crime was able to replace it with little difficulty. The same pattern is discernible in certain parts of the world where terrorist organizations duplicate the state and overtake it, in time. Schools, clinics, legal assistance, family support, taxation, the court system, transportation and telecommunication services, banking and industry - all have a criminal doppelganger.

To summarize:

At the outset of transition, the underworld constituted an embryonic private sector, replete with international networks of contacts, cross-border experience, capital agglomeration and wealth formation, sources of venture (risk) capital, an entrepreneurial spirit, and a diversified portfolio of investments, revenue generating assets, and sources of wealth. Criminals were used to private sector practices: price signals, competition, joint venturing, and third party dispute settlement.

To secure this remarkable achievement - the underworld had to procure and then maintain - infrastructure and technologies. Indeed, criminals are great at innovating and even more formidable at making use of cutting edge technologies. There is not a single technological advance, invention or discovery that criminals were not the first to utilize or the first to contemplate and to grasp its full potential. There are enormous industries of services rendered to the criminal in his pursuits. Accountants and lawyers, forgers and cross border guides, weapons experts and bankers, mechanics and hit-men - all stand at the disposal of the average criminal. The choice is great and prices are always negotiable. These auxiliary professionals are no different to their legitimate counterparts, despite the difference in subject matter. A body of expertise, know-how and acumen has accumulated over centuries of crime and is handed down the generations in the criminal universities known as jail-houses and penitentiaries. Roads less travelled, countries more lenient, passports to be bought, sold, or forged, how to manuals, classified ads, goods and services on offer and demand - all feature in this mass media cum educational (mostly verbal) bulletins. This is the real infrastructure of crime. As with more mundane occupations, human capital is what counts.

Criminal activities are hugely profitable (though wealth accumulation and capital distribution are grossly non-egalitarian). Money is stashed away in banking havens and in more regular banks and financial institutions all over the globe. Electronic Document Interchange and electronic commerce transformed what used to be an inconveniently slow and painfully transparent process - into a speed-of-light here-I-am, here-I-am-gone type of operation. Money is easily movable and virtually untraceable. Special experts take care of that: tax havens, off shore banks, money transactions couriers with the right education and a free spirit. This money, in due time and having cooled off - is reinvested in legitimate activities. Crime is a major engine of economic growth in some countries (where drugs are grown or traded, or in countries such as Italy, in Russia and elsewhere in CEE). In many a place, criminals are the only ones who have any liquidity at all. The other, more visible, sectors of the economy are wallowing in the financial drought of a demonetized economy. People and governments tend to lose both their scruples and their sense of fine distinctions under these unhappy circumstances. They welcome any kind of money to ensure their very survival. This is where crime comes in. In Central and Eastern Europe the process was code-named: “privatization”.

Moreover, most of the poor economies are also closed economies. They are the economies of nations xenophobic, closed to the outside world, with currency regulations, limitations on foreign ownership, constrained (instead of free) trade. The vast majority of the populace of these economic wretches has never been further than the neighbouring city - let alone outside the borders of their countries. Freedom of movement is still restricted. The only ones to have travelled freely - mostly without the required travel documents - were the criminals. Crime is international. It involves massive, intricate and sophisticated operations of export and import, knowledge of languages, extensive and frequent trips, an intimate acquaintance with world prices, the international financial system, demand and supply in various markets, frequent business negotiations with foreigners and so on. This list would fit any modern businessman as well. Criminals are international businessmen. Their connections abroad coupled with their connections with the various elites inside their country and coupled with their financial prowess - made them the first and only true businessmen of the economies in transition. There simply was no one else qualified to fulfil this role - and the criminals stepped in willingly.

They planned and timed their moves as they always do: with shrewdness, an uncanny knowledge of human psychology and relentless cruelty. There was no one to oppose them - and so they won the day. It will take one or more generations to get rid of them and to replace them by a more civilized breed of entrepreneurs. But it will not happen overnight.

In the 19th century, the then expanding USA went through the same process. Robber barons seized economic opportunities in the Wild East and in the Wild West and really everywhere else. Morgan, Rockefeller, Pullman, Vanderbilt - the most ennobled families of latter day America originated with these rascals. But there is one important difference between the USA at that time and Central and Eastern Europe today. A civic culture with civic values and an aspiration to, ultimately, create a civic society permeated the popular as well as the high-brow culture of America. Criminality was regarded as a shameful stepping stone on the way to an orderly society of learned, civilized, law-abiding citizens. This cannot be said about Russia, for instance. The criminal there is, if anything, admired and emulated. The language of business in countries in transition is suffused with the criminal parlance of violence. The next generation is encouraged to behave similarly because no clear (not to mention well embedded) alternative is propounded. There is no - and never was - a civic tradition in these countries, a Bill of Rights, a veritable Constitution, a modicum of self rule, a true abolition of classes and nomenclatures. The future is grim because the past was grim. Used to being governed by capricious, paranoiac, criminal tyrants - these nations know no better. The current criminal class seems to them to be a natural continuation and extension of generations-long trends. That some criminals are members of the new political, financial and industrial elites (and vice versa) - surprises them not.

In most countries in transition, the elites (the political-managerial complex) make use of the state and its simulacrum institutions in close symbiosis with the criminal underworld. The state is often an oppressive mechanism deployed in order to control the populace and manipulate it. Politicians allocate assets, resources, rights, and licences to themselves, and to their families and cronies. Patronage extends to collaborating criminals. Additionally, the sovereign state is regarded as a means to extract foreign aid and credits from donors, multilaterals, and NGOs.

The criminal underworld exploits the politicians. Politicians give criminals access to state owned assets and resources. These are an integral part of the money laundering cycle. “Dirty” money is legitimized through the purchase of businesses and real estate from the state. Politicians induce state institutions to turn a blind eye to the criminal activities of their collaborators and ensure lenient law enforcement. They also help criminals eliminate internal and external competition in their territories.

In return, criminals serve as the “long and anonymous arm” of politicians. They obtain illicit goods for them and provide them with illegal services. Corruption often flows through criminal channels or via the mediation and conduit of delinquents. Within the shared sphere of the informal economy, assets are often shifted among these economic players. Both have an interest to maintain a certain lack of transparency, a bureaucracy (=dependence on state institutions and state employees) and NAIRU (Non Abating Internal Recruitment Unemployment). Nationalism and racism, the fostering of paranoia and grievances are excellent tactics of mobilization of foot soldiers. And the needs to dispense with a continuous stream of patronage and provide venues for the legitimization of illegally earned funds delay essential reforms and the disposal of state assets.

This urge to become legitimate - largely the result of social pressure - leads to a deterministic, four stroke cycle of co-habitation between politicians and criminals. In the first phase, politicians grope for a new ideological cover for their opportunism. This is followed by a growing partnership between the elites and the crime world. A divergence then occurs. Politicians team up with legitimacy-seeking, established crime lords. Both groups benefit from a larger economic pie. They fight against other, less successful, criminals, who wish to persist in their old ways. This is low intensity warfare and it inevitably ends in the triumph of the former over the latter.

How the World’s Smallest Political Quiz redefined politics, took over the Internet, impressed the experts, and made politics fun for more than 4 million people

After taking the World’s Smallest Political Quiz, the famous online test that instantly pinpoints your political ideology, no two people have exactly the same reaction.

Consider Courtney, a self-described “young Republican.” She took the Quiz and was surprised by the result. “I [scored] libertarian centrist,” she said. “I really think I lean to the right, but apparently some aspect of my social liberalism has centered me. Interesting.”

For blogger Jessy, the Quiz confirmed what she already knew. The avowed liberal landed smack-dab in the liberal quadrant and said, “I could not agree more.”

Then there’s Krzysztof — nicknamed “Critto” — from Poland. For him, the Quiz was exciting. “I am a libertarian, after taking the Quiz!” he said enthusiastically. “I love the World’s Smallest Political Quiz, for it is cute, small, and very useful.”

Cute? Well, OK; let’s not argue with a guy named Critto. Small? You bet. It takes less than two minutes to zip through. Useful? Absolutely, if the surge of people taking the Quiz is any proof.

Every day, more than 4,500 people flock to the Web site of the Advocates for Self-Government (http://www.theadvocates.org/quiz.html) to take the Quiz. That’s 187 people an hour, 24 hours a day. In fact, since 1996, when the Advocates started tracking results, more than 4 million people have clicked, moused, and surfed their way to the Quiz.

Why the enormous popularity — especially when so many other political quizzes clutter up the Internet?

Sharon Harris, president of the Advocates, has a theory. “The Quiz offers a more diverse way of looking at politics,” she said. “It gives people a fast, accurate way of determining who agrees with them most.”

That “more diverse” insight is the key. Before the Quiz came along, politics was a two-way street. You were either liberal or conservative, and that was that.

Enter David Nolan, an MIT political-science graduate. In 1969, Nolan realized that traditional political definitions didn’t make sense. He observed that liberals usually supported personal liberty (they defended free speech), but opposed economic liberty (they liked high taxes and strict regulation of business). Conservatives were the opposite. They supported economic liberty (low taxes and minimal regulations), but opposed personal liberty (they applauded laws against pornography).

So far, so good. But what about people who supported both personal and economic liberty? They didn’t fit. Nether did people who opposed both personal and economic liberty.

Nolan finally resolved the paradox. “I began to doodle around with the idea of trying to reduce the political universe to a graphical depiction,” he told The Liberator magazine in 1996. “I thought, ‘Maybe we can delineate this on some kind of map, using a two-axis graph.’ ”

That was the breakthrough. Instead of looking at politics as a two-way line, Nolan designed a political chart that went in four directions — high or low on economic issues, and high or low on personal issues.

Conservatives and liberals fit in this new political spectrum. So did libertarians and statists, who Nolan added to the mix. Libertarians scored high/high on liberty issues; statists scored low/low. Later, centrists were added in the middle — and the Nolan Chart, a new way of looking at politics, was born.

In 1985, Marshall Fritz, founder of the Advocates for Self-Government, added 10 questions to the chart. He squeezed it all onto a business card-size handout, dubbed it the World’s Smallest Political Quiz, and took it to a local print shop.

The rest is history. Over the years, the nonpartisan Advocates distributed 7 million printed copies of the Quiz to help spread the word about libertarianism. In 1995, the Quiz made the jump to cyberspace where it immediately became the Internet’s most popular political quiz, with 13,400 Web sites linked to it today.

But is it accurate? After all, the Advocates is a libertarian organization. Did they rig the Quiz so everyone would score libertarian?

No, says an expert. Cynthia Carter, professor of History and Political Science at Florida Community College at Jacksonville, said, “Although this quiz is provided by a Libertarian organization, it does not lead you to answer in any particular way.”

That may be why instructors around the USA use the Quiz in their classrooms. If you peeked into classrooms at Harvard University’s John F. Kennedy School of Government, Carnegie Mellon University, or Texas A&M University (to name just a few) over the past few years, you’d find find students answering the Quiz’s questions.

Even cynical reporters — always eager to expose a phony — have been impressed by the Quiz’s insight and honesty. For example, the Washington Post reported, “The Quiz has gained respect as a valid measure of a person’s political leanings.”

But don’t let the scholarly recommendations fool you. The Quiz isn’t a boring political science project — it’s fun. In fact, that is the one reaction that just about everybody who takes the Quiz does have in common.

Professional astrologer Adze Mixxe said it best. No matter what your political identity is, he told people, “You will get 100 percent enjoyment from the World’s Smallest Political Quiz.”

And isn’t that a political score everyone can agree on?

Lance Armstrong is a modern day sports hero, some say he ranks up with Jesse Owens and even surpasses that legend. Others compare him to the Soccer Legend Pele or the Hockey Great; Wayne Gretsky. Some say he and Tiger Woods are cut from the same mold. Few would disagree that he may well be the greatest Athlete in the World in our present period. If you admire Lance Armstrong and his accomplishments in cycling, you are not alone and you are correct in doing so.

Yet if you look at Lance’s achievements on the bicycle and his present efforts to cure cancer for all people of the world, well you might say that the Sports Hero we know, is a foreshadowing of things to come with his foundation and his fight to find a cure for cancer.

If you study winners and losers what you often find is that some winners can transfer that winning streak into other non-related endeavors. And one would bet that with the drive that Lance Armstrong has, that he may just be the motivating force to find a cure for cancer.

We as a nation and as citizens need to get behind his vision for the greater good and continue to push our leadership, scientists and society to work relentlessly to find a cure for all types of Cancer and we need to get behind the winning spirit of Lance Armstrong. Think on this.
